Plenary Infrastructure Philadelphia (PIP) is excited to lead the redevelopment of the Gray 30th Street Station, an anchor in the University City District and gateway to the greater Philadelphia area. To support our commitment to the West Philadelphia community, we have partnered with the Hire30thStreet Advisory Collaborative – a network of community- and faith-based organizations that have longstanding commitments to economic and community development in the West Philadelphia / University City District area and throughout the greater Philadelphia region. Our dedication to local economic inclusion also includes both subcontracting and new career and job opportunities throughout the 50 years of the Project. Our team’s approach is to thoughtfully 1) plan procurement and workforce needs, 2) communicate those subcontracting and hiring opportunities early and often to the broader Philadelphia community, and 3) provide ongoing and consistent reporting on accomplishments to Amtrak. Below are some of the economic inclusion opportunities the PIP team is committed to provide during the life of the project.


Design and Construction

During the Design and Construction phase, Design-Builder Gilbane will offer both multiple bidding opportunities per trade package as well as a variety of size and complexity per trade packages. Additionally, Gilbane is committed to providing mentorship and training through its Rising Contractor Program that offers certified trade partners an opportunity to develop and broaden their industry skills and knowledge. This free 8-week program enhances subcontractor competitiveness through increased knowledge and understanding of principles that are essential to owning and growing a successful business within the construction industry.

Long Term Operations, Maintenance, and Concession Management

The new Hire30thStreet program provides routes to new jobs and careers for Philadelphians. PIP contractors, Philadelphia Building & Construction Trades Council, and tenants have come together to recruit, train, hire, and retain qualified residents for jobs during construction and over 50 years of operations of the Gray 30th Street Station. As part of PIP’s dedication to providing high-quality station experiences, the project team will also operate, maintain, and manage the station and its concessions for 50 years with local diversity and inclusion at its core. Facility Manager, Johnson Controls, will begin managing the station operations in 2021 and anticipates subcontracting both maintenance and life cycle replacement items. The Station Retail program will include a balanced mix of national and local concession concepts, many with locally sourced products for food & beverage (F&B) and retail items such as gifts and souvenirs. Concessions Manager, Vantage, will develop an Incubator Program that provides local businesses an opportunity to gain valuable experience operating in a high-traffic transit facility by offering designated incubator spaces for lease with low cost of entry as well as mentorship to guide participants to commercial success.
